Not being able to talk and being able to understand are different. In many cases they understand the words and feelings around them well. Teach that speaking slowly and briefly, and waiting for a reply, gets through.
For a child, you could say: "Even if they can't talk, they often understand what you say. Speak slowly and wait for their answer."
