My child still isn't making sounds (words). Does that mean we're not communicating?

No sound doesn't mean no communication. Through the flow of their breath, facial expressions, gaze, and body movements, your child is already conveying a great deal.

What matters is that those around them "receive and interpret" what the child is putting out, rather than waiting for "clear words." When you pick up on it — "(from the way you're breathing) you want to go to the bath, don't you" — and respond, that experience of "being understood" becomes the foundation for the next utterance.
