Is it normal for there to be periods where development seems to stall?

Yes. Development isn't a straight upward line; it progresses like stairs. "Invisible preparation periods" where they're storing up a new ability, or times of standing still due to changes in health or environment, are also normal. Looking back over a span of several months, they've usually moved forward. However, if they're losing abilities they had, consult your doctor early.
