My child doesn't do pretend play / can't follow rules

There's no need to worry too much about either. Pretend play varies greatly from child to child, and their interests may simply point in a different direction (start with favorite cars, animals, or characters). As for rules, in early childhood it's natural to "know them but not be able to follow them," because the ability to hold themselves back is still developing.
