If the hand holding the paper doesn't move

Having each hand do a different job is an advanced stage. First, tape or weight the paper in place, or have an adult hold it, so the child can focus just on the cutting motion. Once cutting becomes steady, gradually hand over the job of holding the paper, saying "hold it steady, okay?"
